When hosting the APEC Economic Leaders’ Meeting, China had made connectivity one of the key issues on the agenda in order to create new drivers of economic growth.

We support the establishment of a global infrastructure center by the G20 and a global infrastructure fund by the World Bank, and will make contributions to global infrastructure investment through the construction of the Silk Road Economic Belt, the 21st Century Maritime Silk Road, the Asian Infrastructure Investment Bank and the Silk Road Fund.

We support the G20 in establishing a Global Infrastructure Hub and the World Bank in setting up a Global Infrastructure Facility, and we will also contribute our share to global infrastructure investment through such means as the building of the Silk Road Economic Belt, the 21st Century Maritime Silk Road, the Asian Infrastructure Investment Bank and the Silk Road Fund.

  中国经济增长是世界经济增长的重要动力。根据国际组织测算,中国是二十国集团全面增长战略的最大贡献者之一。这样的贡献,源自中国自身稳增长、调结构、促改革、惠民生的政策措施。

China’s economic growth is an important engine of the world economy. According to the estimate of the relevant international organization, China is one of the largest contributors to the G20’s Comprehensive Growth Strategy, which is the result of the policy measures China has taken for the purpose of fostering steady growth, adjusting economic structure, advancing reform and improving people’s livelihood.

China’s growth strategy submitted to G20 includes 134 such policy measures, which fully demonstrates China’s determination, ideas and actions to promote growth through reform.

The growth strategy China has submitted to the G20 includes 134 such policy measures, fully demonstrating our resolve, thinking and action to promote growth through reform.

China’s economy will continue to maintain a strong, sustainable and balanced growth momentum, and the annual increment is equivalent to contributing to the economic scale of a moderately developed country. In the next five years, we will import more than 10 trillion US dollars of goods and invest more than 500 billion US dollars abroad.

The Chinese economy will keep the momentum of strong, sustainable and balanced growth. Its annual growth is equivalent to the economic aggregate of a medium-sized developed country. Over the next five yea rs, China will import US$10 trillion of goods and invest over US$500 billion overseas.

These will provide more demand for the world economy and create more market opportunities, investment opportunities and growth opportunities. As the host country of the G20 Summit in 2016, China is willing to make greater contributions and play a greater role in promoting world economic growth.

This will lead to more demand in world economy and create more market, investment and growth opportunities. As the host of the G20 summit in 2016, China is ready to make even greater contribution to and play a bigger role in driving world economic growth.

Earnestly maintain, build and develop G20

As the host country of the G20 Summit in 2016 and one of the members of the "Troika" who managed the G20 Summits in 2015 and 2017, China is confident to fulfill its responsibilities and will make joint efforts with all other parties to earnestly safeguard, build and develop the G20 mechanism.

A mutually beneficial and win-win bilateral investment agreement between China and the United States

  Mutually-beneficial bilateral investment treaty

Nowadays, world multipolarization, economic globalization and social informatization are advancing in depth, and the interests of all countries are closely linked. Zero-sum game and conflict confrontation have long been out of date, and mutual help and win-win cooperation have become the requirements of the times. China and the United States should enhance mutual trust. To prevent clouds from blinding us and avoid strategic misjudgment, we must accumulate strategic mutual trust through regular communication.

The move toward multi-polarity, the increasing trend of globalization, and the quick application of information technologies have all been accompanied by growing challenges of various sorts, and have brought countries even closer than ever before. It is a time when ideas of zero-sum game and conflicts and confrontation must give way to com mon development and win-win cooperation. China and the US need to increase mutual trust. For China and the US, we need to maintain frequent communication and build up strategic mutual trust in order to avoid strategic misjudgment and prevent temporary problems from affecting our overall relations.

We should actively expand mutually beneficial cooperation between the two countries. We must uphold the win-win concept and constantly improve the level of cooperation. At present, efforts should be made to strengthen macroeconomic policy coordination, work with relevant parties to promote the G-20 summit in Hangzhou to achieve positive results, make every effort to reach a mutually beneficial and win-win bilateral investment agreement at an early date, deepen exchanges and cooperation between the two countries in the fields of climate change, development, network, non-proliferation, the two armed forces, law enforcement, and strengthen communication and coordination between the two sides on major international, regional and global issues.

China and the US need to expand mutually-beneficial cooperation. We need to embrace a win-win perspective and move our cooperation to a higher level. I t is imperative that we increase macro-economic policy coordination and work together with other parties concerned to ensure that the G20 Hangzhou Summ it delivers positive outcomes to boost confidence and invigorate global growth. It is important that we do our best to conclude a mutually-beneficial bilateral investment treaty at the earliest possible date to foster a new highlight in business and trade cooperation. And it is important that we deepen exchange and cooperation in climate change, development, cyber issues, counter-terrorism, non-proliferation, military-to-military relations and law enforcement, and step up communication and coordination on major international and regional issues as well as issues of global significance.

On November 16th, 2015, the Supreme Leader’s Speech at the Working Lunch of G20 Summit in Antalya:

Grasp the four key areas of the world economy

Seize four key areas of world economy

Based on the current situation and expectations of all parties, China has set the theme of the 2016 summit as "building an innovative, dynamic, coordinated and inclusive world economy", hoping to promote the preparations for the summit from four key areas.

Based on the current situation and the expectations of all concerned, China has chosen the theme “building an Innovative, Invigorated, Interconnected and Inclusive World Economy” for the 2016 Summit. We hope to continue work for the Summit in four key areas:

First, innovate the growth mode, focusing on promoting reform and innovation, opening up and seizing new opportunities and enhancing the growth potential of the world economy.

First, we must transform growth patterns in innovative ways, with a particular focus on pursuing reform and innovation. We must create and seize new opportunities to increase potential for global economic growth.

The second is to improve global economic and financial governance, enhance the representation and voice of emerging market countries and developing countries, and improve the ability of the world economy to resist risks.

Also, we need to improve global economic and financial governance, increase representation of emerging markets and developing countries, and enhance capacity of the global economy to ward off risks.

The third is to promote international trade and investment, play its role in promoting growth, and build an open world economy.

Third, we need to promote global trade and investment to generate growth and build an open world economy.

The fourth is to promote inclusive and coordinated development, strive to implement the 2030 Agenda for Sustainable Development, eliminate poverty and achieve common development.

Lastly, we must promote inclusive and interconnected development, strive to implement the 2030 Agenda for Sustainable Development, eliminate poverty, and achieve common development.

Consolidate the role of G20 as the premier forum for global economic governance.

Consolidate role of G20 as premier forum for global economic governance

The G20 is facing a transition from crisis response to long-term governance mechanism, and the topic extends from short-term issues to deep-seated and long-term issues. The necessity and difficulty for G20 members to coordinate macroeconomic policies and strengthen cooperation have increased simultaneously. We need to carry forward the spirit of partnership, make the G20 complete the transformation smoothly and consolidate its position as the main platform for global economic governance.

G20 is now facing a transformation from a mechanism of crisis response to one of long-term governance. As its agenda items shift from short-term issues to deep-seated and longer-term ones, the necessity for and difficulty of macroeconomic policy coordination and enhanced cooperation among G20 members have both increased. We need to act in the spirit of partnership to work for the smooth transformation of the G20 and the consolidation of its role as the premier forum for global economic governance.

  Open, transparent and inclusive attitude

  Open, transparent and inclusive approach

The G20 is the G20 of each member. In the preparatory process of the Hangzhou Summit, China will always maintain an open, transparent and inclusive attitude, strengthen communication and coordination with all members, and jointly safeguard, build and develop the G20.

The G20 belongs to each and every one of its members. In preparing for the Hangzhou Summit, China will consistently follow an open, transparent and inclusive approach, and strengthen communication and coordination with all other members to jointly uphold, strengthen and develop the G20.

On November 30th, 2015, the Supreme Leader delivered a speech on the G20 Hangzhou Summit in 2016:

Cooperation is crucial to overcoming the financial crisis.

Cooperation crucial in overcoming financial crisis

The G20 summit mechanism was born at the most critical moment of the international financial crisis in 2008. At that time, all members made concerted efforts to create a new situation in which the world economy stabilized and recovered, and established the G-20 as the main forum for international economic cooperation. Looking back on this course, the most precious thing is the partnership spirit of all members in the same boat. Practice shows us that under the situation of deepening economic globalization, cooperation is an inevitable choice for all countries to meet challenges and achieve development.

The G20 was set up at the height of the international financial crisis in 2008, demonstrating the determination of members to put the global economy back on its feet. The G20 thus became the premier forum for international economi c cooperation. Looking back, I believe that the most valuable thing this process has created is the close partnership we have forged that has enabled us to jointly tide over a dif ficult time. It proves that in a world of deepening economic globalization, cooperation is the sure way for countries to meet challenges and achieve common development.

Seek the general trend and do practical things

Act with a broad vision, deliver concrete outcomes

As an important forum for cooperation between developed countries, emerging market countries and developing countries, the G20 plays a decisive role in leading and promoting international economic cooperation. It should seek the general trend, do practical things, promote the solution of outstanding problems in the world economy and work hard to achieve the goal of strong, sustainable and balanced growth.

As an important forum for cooperation among developed countries, emerging markets and developing countries, the G20 plays a key role in leading and advancing international economic cooperation. It should act with a broad vision and deliver concrete outcomes. It should address critical issues affecting the global economy and endeavor to promote strong, sustainable and balanced growth.

Ensure that economic growth benefits people of all countries.

Ensure economic growth benefits people of all countries

We should establish a sense of community of human destiny, promote all-round interconnection and benign interaction among countries’ economies, improve global economic and financial governance, reduce inequality and imbalance in global development, and enable people of all countries to enjoy the benefits brought about by world economic growth fairly.

We should embrace the vision of a global community of a shared future, enhanced economic connectivity and exchanges among countries and improved global economic and financial governance so as to address inequality and imb alance in global development and ensure that the benefits of economic growth will be equitably shared by people of all countries.

In the course of making preparations for the 2016 G20 Summit, China will work with all involved in the spirit of win-win cooperation. Under the current situation, China and the United States, as the world’s top two economies, should work closely together to promote the G-20 summit in Hangzhou to achieve positive results, convey confidence to the world and inject momentum into global economic growth.
