  General Secretary of the Supreme Leader clearly put forward in the Party’s Report to the 20th CPC National Congress that "the new security pattern guarantees the new development pattern", which indicates that the Communist Party of China (CPC)’s national governance of "overall development and security" has entered a new stage. Since the 18th National Congress of the Communist Party of China, the CPC Central Committee with the Supreme Leader as the core has given the concept of development and security a new era connotation on the basis of making a scientific judgment on the social and economic situation and the national security environment, and has made "overall development and security" a major principle of our party’s governance. The proposal of "ensuring a new development pattern with a new security pattern" is a further deepening of the major principle of "overall development and security" and a new strategic layout of the Communist Party of China (CPC)’s governance.

  Building a new security pattern is a strategic measure to realize security development.

  As the proper meaning of the modernization of China’s national security system and capacity in the new era, the construction of the new security pattern not only reflects the higher requirements of economic and social development for national security governance, but also is a strategic measure to achieve security development in the new development stage. The construction of the new security pattern follows the "security situation — Safety concept — The logic of the security pattern.

  Like building a new development pattern, the proposal of a new security pattern is also based on the changes in the security situation. In the new era, China’s national security situation has undergone historic and profound changes. "At present, the connotation and extension of China’s national security are richer than at any time in history, the space-time field is broader than at any time in history, and the internal and external factors are more complicated than at any time in history." The assertion of the Supreme Leader General Secretary profoundly reveals the new situation and new challenges facing China’s national security. At present, China’s national security is facing unprecedented risk challenges. On the one hand, hegemonism and power politics are still the main security threats in China, and the surrounding hot issues also bring pressure to China’s security environment. The United States has been trying to penetrate into China through ideology such as "color revolution" and "universal values", and has successively put forward strategic adjustments such as "participation and expansion strategy" and "Asia-Pacific rebalancing", highlighting its political intention to reorganize the world order and constantly increasing the scope and intensity of Sino-US confrontation. At the same time, the increase of hot issues around China, such as the changeable situation on the Korean Peninsula, the rampant "three forces" in Central Asia, and the Russian-Ukrainian conflict whose direction is still unclear, all impact China’s national strategy of good neighborliness and security, and constitute an important exogenous risk that threatens China’s security. On the other hand, the Taiwan Province issue has not yet been resolved, "Xinjiang independence."Ethnic separatist activities such as "Tibet independence" challenge national sovereignty, security and territorial integrity. The network security problem is serious, and the incidents of "grey rhinoceros" and "black swan" occur frequently, all of which aggravate the complexity and severity of the national security environment. Responding to the new situation and changes at home and abroad and accelerating the construction of a new security pattern are the inevitable requirements for promoting the modernization of the national security system and capabilities in the new era, and it is also the general trend for realizing national development and national security.

  The new security pattern is a new strategic layout to ensure the new development pattern. Carrying out the new development concept in the new development stage inevitably requires the logical consistency of building a new development pattern, and the new security pattern is the objective requirement of comprehensively implementing the overall national security concept after entering a new era. First, the new security pattern comes from the concept of "big security pattern", which emphasizes that national security runs through all aspects of the party and state work. Based on this, the construction of the new security pattern must be based on the theme of governing the country around national development and security, with the overall national security concept as the core concept, coordinating traditional and non-traditional security, rational distribution and division of labor in different security fields, and linkage of domestic and international security, thus promoting the modernization of the national security system and capabilities, and promoting universal security and common development.Maintain and shape a stable national security environment.

The "14th Five-Year Plan" outlines the strategic thinking of overall development and security as the guiding ideology of China’s economic and social development for the first time. As an innovation in summing up the practice of governing the country since the reform and opening up, coordinating development and security has become a major principle of our party’s governance, a summary of the practical experience of governing the country after the founding of New China, especially after the reform and opening up, and a new orientation of the relationship between development and security in the new era.

  Guarantee the new development pattern with the new security pattern. To some extent, security is more complicated than development. Only by safeguarding national security can we provide a stable security environment for the construction of development pattern. Security is the foundation of national development and national rejuvenation, and in a certain sense, it is also a judgment of whether a country has the ability to develop. The development history of major countries in the world shows that a country must have a safe and reliable development environment if it wants to achieve economic and social development. The construction of a new security pattern is an urgent need for overall development and security.
